Aside from the executive management team in an organization, the top priority for access to planned mobile roll-outs is the sales force, according to a recent industry survey by AIIM.  From being able to view and send the most recent pricing sheets, to being able to edit and sign contracts on-the-go, productivity improvements for the sales team are obvious, and can pay off quickly.
